Building a CPU that can run DOTA 2 and League of Legends on their highest settings

Hi guys! I was wanting to build a new CPU, not really the high-end ones, what I wanted to play is only DOTA 2 and League of Legends in their highest settings, also it would be very much appreciated if you could specify the parts so that I can check their prices, I'm fairly new to this and even though I saw the system requirements for said games, what I'm afraid about is the compatibility of parts, and I'm not really a fan of buying assembled ones as there were some rumors that some of the parts are being replaced by generic ones, so I'd rather spend more (probably) just to ensure that I'm the one who breaks the seal, if you know what I mean

another question, I have a dvd-rom from my previous CPU would that be compatible for other CPUs specifically for the one that you're going to suggest,

im sorry, i haven't specified that i was wondering if you could provide me parts that uses AMD and ATI as it is far more less expensive than Intel parts or prolly the MSI Video Card is great, so long as it is compatible with an AMD core,

also if you could probably enlighten me on what exactly is the difference between AMD and Intel cause ive been reading around, a lot of people said that AMD is really for gaming and it cost less, but stability wise Intel wins,
