PC having trouble starting up

My PC Specs

Gigabyte GA-X99-UD4 Motherboard
Intel I7-5820k CPU (Non-overclock)
16GB of DDR4 Ram
Corsair CX850M PSU
EVGA Gtx 980 TI Graphics Card

Windows 8.1 OS

My Pc is having problems starting up. When I start it up it either goes to the motherboard splash screen and gets stuck, goes the motherboard loading screen thing (not sure whats it called) and get stuck, gets to the windows loading and gets stuck (no dot dot dot circle spinning around) or gets the windows loading and shuts off by itself. Shutting the PC off does not work and will get stuck on one of those stages again and sometimes if I'm lucky it starts up and I can use it as usual. I've had this PC since around March and this problem has started a month or so ago.

I cannot try the parts individually as none of my other PC's support this hardware. I suspect it is the motherboard but I am not sure. If you guys can help it would be much appreciated so I don't have to go my Local PC Store and pay $50 to get it fixed.

I would suspect the Corsair CX PSU first. Cheap design, cheap parts.

Tier Four

Built down to a low price. Not exactly the most stable units ever created. Very basic safety circuitry or even thin gauge wiring used. Not for gaming rigs or overclocking systems of any kind. Avoid unless your budget dictates your choice.

Go to https://pcpartpicker.com/parts/ and pick a Tier 1 or Tier 2 600-650W PSU. XFX, Seasonic, Superflower are good brands.
