What is the "proper" way to use a anti-static wrist strap?

Hello, I have been trying to find out a simple answer to my above question.

These are some answers that I have read:
1 - Unplug the psu and attach the alligator clip to some metal on the pc/psu.
2 - Plug in the psu, turn it on and attach the alligator clip to some metal on the pc/psu.
3 - Plug in the psu, turn it off and attach the alligator clip to some metal on the pc/psu.
4 - Don't use anti-static wrist straps they are fake.
5 - Don't use anti-static wrist straps use a anti-static mat.
PS for 3 and 4 = Lots of people say this is fine and just as many say you can be killed from it.

Best answer is 1 - Unplug the PSU and attach the alligator clip to some metal on the [case].

You can ALSO use an anti-static mat, which couldn't hurt, but the wrist strap is all you need.

You don't want to be physically attached to a live circuit, even if the PC is technically off! Always unplug the PSU from the wall before making changes to internal components, it doesn't stop your anti-static wrist strap from grounding to the PC and eliminates the possibility of a surge killing you.

You will hear people say 'but I never unplug the PSU and I'm always fine,' and most of the time that is true, but every once and awhile someone who keeps the PSU plugged in wins the Darwin Award.
