Inwin PSU's Good?

So, I was taking a look at my PC Part Picker rig and I found a pretty cheap 650w semi modular PSU and it was by Inwin. This is it: PC Part Picker. I know that inwin makes good cases, but is this a good PSU?
 
It is a tier 3 unit, so it is not bad by any means (to the system) however it is not very high quality at all.
Tier 3 units are for extremely tight budgets.

You should look at an at least tier 2 or tier 1 unit, here is an extremely high quality tier 2, made by the best: Superflower.
