To start things off, this is my first PC build and I want some quality gaming for as long as possible. There parts were offered to me from my nearest PC shop. Sadly, I do not live in the US, so there's no real professionals to help me out. I really do not want to go over $1200 - $1300 (Counting the Monitor, keyboard, etc). Help would be much appreciated.

Extra Questions:
- Will this build be able to run CSGO 60fps+ at Ultra while recording?
- Is there any possibility that the computer will not function once it is built?
- If it does not work once built, what is there to do? $1200 in the trash?
- What happens once you hook up the build? How do you install the OS?
- Is buying the OS really necessary? Is getting a free OS worth the risk?

Thanks again, any help would be much appreciated!
Cheers!

It seems like a pretty good build, however i would suggest saving up a bit more and investing in a "k" series CPU and a Z97 motherboard. I would also suggest getting the R9 390 if you want your system to last longer, this is mostly because it has 8gb of VRAM over the 970's 3.5gb and more games are starting to use more VRAM. You should also get a better PSU ( https://pcpartpicker.com/part/xfx-power-supply-p1650gts3x ). This should easily be able to play CSGO at ultra whilst also recording. It is highly unlike that there will be any issues, however if there is try to find out what the fault is and replace the faulty part (whether that is getting a refund or buying a new part).
As for how to build your PC and install the OS, there is lots of tutorials all over the internet.
