I have an HP Pavilion Elite HPE-240f desktop. Are there any graphics cards that are compatible with my PC and show a noticeable difference, I don't want just a slight upgrade, but not a heavy one that would cost me a lot as well. My target range is $40-120 Thank You!

This is the only best bet you can have. Branded pc do not have much power supply to spare. They are not intended for games. 750Ti is the best gpu that use low power ever made. This is the card that intended for upgrading branded pc such as yours.

Unfortunately it didn't provide 6pin/8pin that usually gpu needed. That means you stuck maximum with 750Ti.
Well, its within your budget, and its will improve almost 6 times faster than the original 5570 (or more if your original using onboard).
