I own a Dell Optiplex 790, with a Core i5-2500 inside, along with 16 GB of DDR3 RAM. I want to upgrade to a GTX 960. There are several issues with this, including: -too small of a case -weak power supply .
Can I remove components like the hard drive, entire motherboard, disk drive, and get a new case, graphics card, and power supply? I mean, there are PCI-E slots on the motherboard, but the power supply is tiny (235 W)

Please help!

YES and NO.

Yes it can be done without any problems or issues.... ASSUMING you're able to fit the motherboard inside another case. The problem is... OEM computers from like Dell and HP... usually have weird or odd motherboards that seem to only really fit right inside OEM cases.

Since you said you currently have a Dell... you might have a problem mounting the motherboard or having the rear panel align correctly in the new case. My best advice would be to do further research... go online and check which cases other owners of your particular PC model swapped out too... Also, if you do buy a case... make sure the store has a good return policy in case it doesn't fit correctly... so that you could return or exchange it...

UPDATE:

The OptiPlex 790 system includes an air temperature sensor to measure the temperature of the air pulled into the system and adjusts the system fans using this sensor. You may notice an increase or decrease in noise levels from the system depending on the surrounding room air temperature if it is not correctly installed.
