PC starts, shuts off, starts again and stays on, with the screen black

Need more info. When did this start? What happened before it started if anything? What did you try already? Need full system specs, brand and models of the parts.

Could you post all your system information in a list such as Motherboard, GPU, OS, CPU, RAM type and amount, PSU wattage and rating (Bronze, Gold and so on)
Also could you tell us if you have just built this computer or if this has suddenly started happening after using the computer for a while. If you have had this computer for a while have you changed any components inside recently.

Open up the case and see what PSU you have it should have at least its brand name on the side.
Try a bare bones build:
-Only one stick of ram installed
-Remove GPU and plugged your hdmi/video cable into your motherboard so to use your motherboards on-board video
-Try a different Monitor or try plugging another video device into your current one to test it still works
-Remove CPU and check motherboard socket pins are not bent (research online bent socket pins) then clean off the heat sink paste with cleaning fluid using a ear pud (you can find cleaning fluid in many office and stationary shops) then reapply the heat sink paste (you can find in any computer store or on Amazon) once you have cleaned the CPU and made sure the CPU has no cleaning fluid left on it.
-Reinstall CPU
-Try a different PSU
-Use a clean hard drive (or just turn the pc on without a hard drive altogether just until you can get to the BIOS ('DELETE' button on keyboard when you turn on pc)
If you can't get to the bios after all this it is your board
