Can I "link" files from a second hdd to my primary (OS) after format (primary) one or do I have to reinstall everything?

So I have one ssd on my pc and one hdd. In the ssd I keep only the operating system. All programs I install them directly to my hdd. Is there a way to format the ssd and after the format just "link" the files from the hdd to the ssd so I don't have to redownload and reinstall them? Can this be done through registry or any other way? I am not sure if there is a post about what I ask. I am new here.

I'm not exactly sure what you mean by link the files to the primary after you've reformatted it. If it's re-formatted, you'd have no OS and thus no working system altogether.
However, when we talk about transferring any kind of software/programs from one storage hardware to another, it's always best to do a complete re-installation! Otherwise, you'd most probably encounter loading issues or poor software performance.
My suggestion would be to go about this safely and re-install everything, rather than risking the potentially annoying issues afterward. Just make sure you have a backup of your most important files somewhere else (preferably off-site).
