Would a CPU upgrade increase the FPS in games?

So yesterday I asked a question about running block ops 3. Had a bunch of good answers and someone recommended drivers upgrade. Which actually worked fine on my PC (r9 390, i5 4590). Made the game run smooth at 60fps highest. But on my bros not so much. It fixed some stutter like on the intro and stuff but not in gameplay. Even at lower settings he at best gets 40fps but then it still drops a lot and stutters all over the place. Anyways unhappy with that he decided to upgrade the cpu. as of now he has a AMD a10 6700. If he would upgrade would (to a my i5 5490) paired with his r9 290, would his FPS increase at all?

And quick question: since I will sell him mine I decided to upgrade my CPU too. Either I can go for a new i5 4690k for $260 or a used i7 4790k for $280. Since the i7 is only like $20 in leaning towards it, but it is used and I'm not too sure about used cpu. Anyways I heard that for gaming a i5 is enough. Anyways in this case what would you guys recommend? Thanks!

An i5 is enough for gaming and it would be a massive improvement over an AMD a10 6700. Specially paired with a r9 290. Make sure he has a good PSU to power an r9 290, and also cpu upgrade requires a motherboard upgrade.

Give him the i5 and get him a new z97 motherboard.
If you are getting the i7 from a trusted source definitely buy it as is a lot cheaper
