Fallout 4 low fps (framerate) problem

Hello thread! Wondering about my computer situation, on Fallout and its performance, because I have really low FPS.

Here are the specifications on my 8 year old delicate computer , that runs GTA V at medium quality , maxed out resolution.

Processor: Intel(R) Core(TM)2 Duo CPU E8500 @ 3.16GHz 3.17 GHz
RAM : 4.00 GB
System type : 64-bit system Windows 7
Display adapter: AMD Radeon R7 200 Series (Display adapter was changed, so I would run better games)

I always know the problem and fix it, this time I don't know the problem: is it because of low RAM ? Is it because of processor ? Is it because AMD hasn't created "Beta" Drivers for Fallout 4, like they did for COD Black ops 3 in 15.11 Beta driver ? Or maby it is because of my hard drive, because its old . Simplistically is it Hardware problem, or Software ? What to do ?

It is really weird, because my pc runs GTA V with 50 Fps, but Fallout 4 with spiky 20 FPS, almost like twitching or should i say mouse lag alike. Why my pc runs GTA V in a good way and Fallout runs in bad way ?

This is a comparison between the system requirements for GTA and F4

When it comes down to it, your system is dated and is barely (if that) meeting the system requirements for these new games. Again, the 20 frames sounds about right and 30 would be ideal, but with the current setup... it's gonna drag some.

I really would update my hardware, but my pc runs witcher 3/Gta V/Wolfenstein The new order : The AAA titled games above avarage (Medium quality, with max resolution) at playable Fps 30~60 , but its something different about Fallout 4 , even its graphics arent that very special and my pc has problems. The game runs mostly at 35~60 fps , but every few seconds it has Twiching, that stuns screen for 0,5 second, and looking like an fps drop.

Well just off the requirements above, the GPU is sitting AT the low end and by a comparison to their suggested AMD it's below, and the RAM is half of what the minimum requirement states. As mentioned, you can try and drop it to the lowest in-game settings you can and hope that AMD comes out with a driver update to help, but I don't think it will get you up to a constant 60 frames.
 
Ouch, yeah an r7 240.

It's very likely FO4 will run okay after it's had a few performance patches, like Witcher 3 and GTA5 have already gotten.

But otherwise the game runs really great on not amazing hardware, what would be considered "entry level" i3 and 750ti can run the game on ultra settings at a "playable" 40 FPS.

Just for the sake of clear mind , does any kind of FPS drop depend on RAM and processor ? Because even tho I have okay video card, I still have constant fps drop, its like if I would play right now , I would play with good fps and it would drop every few seconds, damaging game experience.

There could be a driver fix that helps, but the hardware itself IS holding you back. You compared performance to other games which only goes so far, but again, those requirements are less than what this game is asking for. The RAM may not directly effect the FPS, but it will probably help cause issues as you are using half of the MINIMUM requirement Bethesda is telling you your system needs.

Games are coded differently and use the same hardware in different ways at different times. It could very well be that this game isn't coded well to run on your system so while it may be playable, it may not be optimal.

Well I guess there is no cheap solution, hmm , Atleast the game is running on my system with 1 problem . The best I can do is wait for game patches,wait for beta AMD driver 15.12 and optimyze games settings. Thanks for realization.

Hopefully things get better, and who knows maybe a patch to the game and a driver update will smooth things out for you. At the very least you know that going forward, you might have to look at saving for an updated system for future titles. Best of luck though!

Okay , I found a solution! : )))) , I did some tinkering, I overclocked my Video card Ghz from 740, to 900 and messed with Fallout settings.ini, so now Fallout 4 has good performance. Fps drops changed from 10 Fps, to 30 , so basicly my game runs on 60 fps and only drops to 25~30 fps for a half a second.
 
My computer specs:
-i5 4460 3.20GHz
-MSI GTX 970 4GB
-Corsair Vengeance DDR3 1600Mhz 2x4GB Dual Channel 8GB kit
-1920x1080 LG monitor
-500w Corsair Bronze
-1TB WCD Hard drive
-ASRock Z97 Anniversary Motherboard
-Windows 7 Ultimate
-Bit Fenix Mid-tower case

Sorry to say but your pc is not all that good enough.
Here's a list that may help:
-Your cpu is good but is very old and i'm talking 2008 old you may want to go for a new cpu like a new socket type Intel i5 quad core CPU (or AMD equivalent)
-The game NEEDS 1 stick of 8Gb of ram or 2x4GB dual channel ram up to you.
-For a playable optimized experience I would recommend at least a Nvidia GTX 900 series card thou expensive it will last you (about 2-3 years but that is a guess), also to add the MSI GTX 970 4gb requires a 6pin and 8pin PCIE power cables which many PSU's have, hell my Corsair CX even have them.
-A WCD 1TB hard drive for your games and junk and then an SSD for your OS (Maybe stick a few long loading screen games on it)
-I would recommend at 550w gold PSU for long life and to handle the GPU mostly as it requires a 500W PSU (I will be upgrading mine soon to a gold rated one)

Overclocking isn't popular or any other way of enchanting PC , because of corporation marketing.

Overclocking and modding is incredibly popular, it will however void any warranty on the parts in most cases. As for corporate marketing, they make a stable chip and market it as such. Not all chips can hit the same marks so while a base 3.5 chip might be able to hit 4.0, all chips may not be able to hit that mark, so it's designed for multiple reasons to be a 3.5 chip.

As for the solution, that's great and hopefully you enjoy your time with the game, but keep in mind posters are here to help and offer advice. OCing can only carry you so far and as game requirements increase, eventually you'll have to look at new hardware.
