My pc restarted out of nowhere and now it doesn't start up, strange lines show up on screen

It does start up, when it gets on the login screen, it goes black andthese lines show up, then it restarts. It starts up normal on safe mode (I'm currently posting this on safe mode w/ network), so it can't be the monitor. I am on a windows 8.1 machine.

I'd check the memory for errors first, either using Memtest86 (http://www.memtest86.com/) or the Windows memory test tool (http://windows.microsoft.com/en-ca/windows7/diagnosing-memory-problems-on-your-computer)

Yeah, I'm going to reinstall windows. I hope it works. I'll update here.
P.S.: I just noticed that the cooler from the graphic board (it's a radeon 7800 series) isn't running, could that be it? A problem on the
cooler that makes the board overheat?
