i recently got the game grand theft auto five for the pc.
i really like the game.
i am currently playing the game using a xbox 360 controller.
i would like to buy a steering wheel for my pc ( $100 budget )
so that i can use it while im driving {in the game}

is it possible to have two devices { xbox controller & steering wheel } connected at the same time
so that i can switch back and forth at will ?

At that budget, you will have to look in the very low end market, or the used market. I recommend the latter. You can find used Logitech race wheels on eBay or Amazon resellers for under 100 bucks in great condition.

And yes, Grand Theft Auto V supports seamless transition between peripherals. You can literally use your 360 gamepad and run up to your car, get in, then grab your wheel and start steering and driving. You can even use them at the same time, not that I recommend it.

Indeed. I was mistaken. I apologize profusely :(. I viewed a mod on YouTube that let you use a Logitech G29 racing wheel in GTA V, and when it DID work, which wasn't often that I learned after answering your question (as in, the wheel worked sometimes, and not others). When it DID work, it would let me transition from gamepad to wheel. It still works for me for some reason. But using my singular experience as a catch all wasn't a good idea. I hope you didn't pay too much :(.
