i5 6600k temp low

hello I bought a

i5 6600k
ga-z170xp-sli mo/bo
r9 380 gpu
8 gb ddr4 ram
120gb ssd
I reused my antec 520w psu.

when I use cpu fan it said cores 1-4 are between 0-5c and hardware monitor said cores 1-4 are between 17-20c and my bios says im at 28c. the temp in my room is about 70 f.

When I put my cpu under load 100% the temp only goes to about 38c.

is this bad? is there anything I can do? Thanks

Anything reading lower than 21C is wrong. You cant get a processor under ambient temps using conventional cooling, I would trust your BIOS.
Overall, there is nothing wrong with having low temps, once they fall below a certain point the sensors report false information, but thats about it. Unless you are using LN2 there is no too cold.

I tried HWINFO, AIDA64 Extreme and Easy Tune, HWINFO and AIDA64 say about the same and Easy tune shows about 28c while playing wow. am I safe would you be concerned? am I just being paranoid I don't want to mess up my new computer.
