Need some suggestions on a gaming rid

The main problem I see is a single GPU, even 980 Ti, in the more demanding games will struggle to produced the frame rates required to run that monitor at it's native refresh rate.

I would consider going with the more affordable 1150 platform, which is equal in gaming performance, and setting him up with SLI. Even 970 SLI outperforms a single 980 Ti (even at 4K), but with that budget he could easily afford 980 SLI.

I would also not settle for a mere Seagate Barracuda, when you can get a WD Black 1TB for $5-$10 more. Yeah I know the Seagate is 2TB, but 2+ TB HDDs are slower and less reliable, and at that price, a gamble.

The EVGA 600 B1 is also a much better PSU for $5 more.

I also wouldn't spend $130 on a CPU cooler. You can get a CM Hyper 212 EVO for just $25 and they are plenty adequate to say OC a 4690k to 4790k speed.

If he's going to be doing things other than gaming, like editing or dabbling into 3D modeling, the 16GB RAM is fine, but in gaming, it's rarely a benefit over 8GB. The only exception is a few games that launch with severe memory leak problems, and that kind of thing is usually fixed with patches within a few weeks after launch.

Lastly, that's a LOT to pay right now for W7 OEM, and going forward, W10 would be better because it will support Dx12 games.
