GPU at low core clock while playing, poor performance

Hello I have problem with my R9 390, moth ago everything worked fine but now something went wrong.
When I play games the core clock is very low, and performance is poor, some games are unplayable.

Problem results:
Witcher 3, core clock at 600-700 MHz, its playable but fps dropped very significantly from last month.
GTA5: core clock at 300MHz, unplayable, 3fps average. Here is screenshot from MSI afterburner when playing GTA5: imgur.com/9v7a0dL
Fallout 4: also low clock (dont know exactly) and low fps (15+-)

But 3DMark runs quite good: 1040MHz, results little bit below Oculus rift recommended (GTX 970, i5), but I think I used to be little bit abova a month ago.


I have tried:
- Uninstalling graphics drivers with special utilities and then installing it again.
- Setting constan core clock to 1040 with MSI Gaming App (althought it changes clock, the performance doesnt change)
- Checking PC with Malwarebytes


Looks like the system doesnt recognize the 3D application and runs in silent mode or something like that?? Any help pls??

other system specs:
GPU: MSI R9 390, 8G gaming
CPU: i5-4460
RAM: 8gb
MB: MSI B85-G43 GAMING - Intel
PSU: Seasonic S12II-620 620W
Windows 10 64bit

I think I have found out solution to this problem. For some reason this was caused by Spacedesk application (http://spacedesk.ph/), but I dont really understand why. Everything seems to be working fine after I uninstalled this one.

I have tried to set Power options -> High performance at Controll Panel in windows. Is there anything else where I should check for power saving?

About that benchmark, as I said, I tried 3DMark: "3DMark runs quite good: 1040MHz, results little bit below Oculus rift recommended (GTX 970, i5), but I think I used to be little bit abova a month ago."
 
thats wierd.. i would also try a furmark test. make sure the drivers you are using are the lattest whql and not beta. also i would uninstall msi afterburner and all its profiles. there might be a comflict with ccc (especially if you tried overclocking) enable amd overdrive in ccc and set powerlimit to a higher level +5 , +10% . windows 10 might also be the source of this problem as is it new OS with numerous problems reported regarding 3d performance. i would also update all mobo chipset drivers if possible!

I have installed MSI afterburning app just while trying to solve this problem, I havent been overclocking now or before.
I have tried FurMark with default supply limit. The card seemed to be used at its full blast, fan was very loud and temperatures went very high just after few minutes (like 93 C), it seemed like it would go even more but I rather stopped it, is that normal?
I have most recent drivers (not beta), for chipset also
 


yes thats normal, furmark really stresses the gpu(your chip can really get that hot) and since on both furmark and 3dmark fully utilizes the gpu then there isnt a thermal , power or driver issue.! i would blame windows. i would consider a mobo bios update to a post win10 release if avaliable and even windows reinstallation.

mobo has the most recent bios already. Guess windows reinstallation will be the next step :/ . Or does anyone else have some more ideas?
