Internet disconnects and reconnects every few minutes, so frustrated!

On November 6 my internet started to cut in and out. I would be online for about 2 minutes, then it would disconnect me for about 2 minutes. The suddenly my modem's send light was blinking, and I had no connection at all. A tech came and said there were problems in the area, but he "fixed" them. He got the internet back on, and it worked great for about an hour, then it started cutting in and out again. I reset the modem/router, and that gave me about an hour of normal internet, then the same thing happened. So today I have another tech come out. He says it's the outside cable running to my house so he installs a new one. Again, he leaves and my internet is working great for about one hour, then starts cutting in and out again. I know this is not my router because the same thing happens when my computer is plugged in directly to the modem. I have a motorola surfboard SB6121 that is only 6 months old. I'm so angry because I use the internet for a lot of work related things, plus with the holiday season coming up I need it for online shopping. Any idea what the problem could be?
 
Judging by the frequent tech visits to fix the line, I'd say it's still the same problem - a bad line - somewhere else in your neighbourhood. Sounds like they need to renew the entire line instead of doing it a bit at a time when a customer complains.

I had the same problem 6 or 7 years ago with BT. They replaced bit & pieces but it didn't help.
Eventually they dug under the pavement - a trench about 40 feet long.
They replaced the mangled cable, plus another 30-feet replaced at the top of the street, no more problems since.
