Building First PC after a bunch of research

I have been doing research like crazy. And while I don't have a tremendous budget, I want to get the best pc for the price. I'm willing to up the price as long as it's justified. My current idea for a build is:
Motherboard - An ATX AMD 970 with the typical 6 GB/s, USB 3.0, HDMI and everything else you can expect and I can afford. It looks most like it will be an MSI or ASRock, possibly gigabyte.
CPU - quad core AMD FX 4.2GHz
GPU - GeForce GTX 960 SC 4 GB
8 GB RAM
SSD - whatever size I can afford, pretty much only putting the OS on it anyway.
case and PSU are whatever I can afford and will work at the time.

Basically I'm trying to keep it under $700 but I want to be able to run games coming out soon (Fall Out, AC: Syndicate, GTA V, Tomb Raider, etc) on 1080p at 60 fps. and i'm worried about the GPU not being enough. I don't want to upgrade to the GTX 970 if I don't have to. but like I said. if it's justified. I just want to know actual unbiased opinions. I've put easily 60 hours of research into this as it's my first time. And i'm burnt out and need help.

well I definitely appreciate the response. do you think it would be better to get the 2 gb you added to the pc build. or could it benefit me to pay the 40 ish more for 4gb 960 gpu
