Experiencing FPS Stutter when playing on new built PC

It's my first time on this forum, hope that I post in the right section

I just bought some new parts and built it last week. This is my first time building so I may be unsure about it.
Installed Windows 7 x64 and Counter-Strike: Global Offensive, also updated my windows update and installed all drivers.
However, I kept experiencing FPS stutter when I'm playing. I'm playing on Ethernet cable.

Here are my PC Specs:
MSI Z97M Gaming motherboard
Intel® Core™ i7-4790 Processor
Asus Strix GTX960 4GB OC graphics card
Cooler Master V750 full modular power supply
1TB Seagate HDD

Here's what I've done:
-Overclocking the GPU(got a little FPS improvement, but still stutters)
-Tested the GPU on another PC(no problems)
-Tested the RAM on another PC(no problems)
-Set launch options in CSGO(https://steamcommunity.com/sharedfiles/filedetails/?id=199958323)
-Uninstalled GeForce Experience(looked through the forums and they said this gives a 20FPS boost, still stutters)

I have forgotten to add thermal paste in CPU, so i'll buy one tomorrow.
Hope anyone has a solution for this, I have been desperately trying to solve the FPS stutter for the past 2 days. If you need any additional information, I would be pleased to provide more information.

Actually if you have a stock cooler on your cpu, the thermal paste comes preapliied. You can check you cpu tmearatures with real temp. If your cpu is thermal thotteling than that could be the eason for the stutters
