New Mobo and CPU, computer turns on but no bios and lights/fans pulsing every .5 seconds.

So like the title I bought a new motherboard and cpu and upon installing and powering on, the lights and fans continuously pulse. When trying to turn off the computer, the power button no longer works and a manual psu shutdown is needed
