Does an i3 4160 bottleneck a heavily or slightly overclocked gtx 960/gtx 950

No way man, a gtx 960 with a super overclock will be fine. You should have no problems. It is a very capable CPU. Just be sure the games you want to play support hyper threaded dual cores.
Example:
Fallout 4 requires an i5, because it needs 4 physical cores.
It will still run on the i3, but you will have to dial a lot of things down, and it could still be a bit buggy.

nah no problem man he just likes games like cod and tomb raider and he'll be gaming on 1600x900 with 30fps so i think a gtx 960 should keep him happy and he can upgrade to an i5 down the line
