Ok my pc specs are:
CPU= FX6300
GPU= R9 270x 2GB VRAM
RAM= 16 GB 1866 Mhz
Cooling= Cooler Master Seidon (water cooling) and 4x 120mm fans LED's
Hard drive= 2x 500gb hard drives
MB= MSI 970 gaming mb

Solution
I read R9 270x 2GB VRAM as "270 x 2" like crossfire.

That means you´d be able to settle with less, however; this specific GPU is recommended with a minimum 500 watts PSU. I´d still go with a 600+ watts PSU considering 4 extra fans and a liquid cooler to power.

Full load, no. General load, yes. I´ve calculated you need at least 632 watts PSU - and you´d probably want to look for a 800watt+ PSU.
I can recommend EVGA SuperNOVA 1000watt 80+ Gold 1000W for $89.99

I am on a budget so would a 700-750w work?
