My i7-930 may be holding back system

So I have a i7-930, 10 GB DDR3 ram, and sapphire dual-x radeon hd 6970. Whats the bottle neck? I develop mods and stuff for minecraft and I sometimes get as low as 10 fps for a decent amount of time. What could my problem be? I think my power supply is fine, its a 650 watt, and a good quality one. My motherboard is Asus P6T WS Pro, I just cant find the problem. It just seems to lag.

It is impossible that such processor could be maxed out on Minecraft. Minecraft is a poorly coded game in Java. Java is a interpreted language which uses a lot more cpu cycles than a low level language like C++. It will have issues no matter if you run it on a dual Xeon.

Have you tried overclocking your cpu? The stock clock for that processor is only 2.8ghz and many people report an overclock of about 4ghz, which should reduce any cpu bottleneck you have.
Also, your gpu is only a mid-low end card anymore.
Minecraft also just has poor performance in gerneral. One of my friends can't even max out minecraft with a 4790k + 390x
