[SOLVED] Gaming PC giving bad performance. NEED HELP.

I have a GTX 970, I5-4460, and 8 GB of RAM. My PC was running like it should for months. Getting a solid 60fps on ultra settings in pretty much every game I have played on PC so far. No complaints there. About a week or so ago, I began to have a notable drop in performance on Fallout New Vegas. Where I would usually get a solid 60fps I was now getting around 20-30, no matter what graphics settings I was on. It was the same frame rate on low as it was on ultra. The same thing happened when I tried to play Fallout 4. I tried Far Cry 3 earlier and could barely even reach 20fps, where before I got around 100 with vsync off. I don't have any weird vsync options on in the Nvidia CP. Everything seems to be fine there. I have checked for latest drivers, uninstalled and reinstalled them and the whole mile... I'm at a loss for what is causing this massive performance drop. I REALLY want to play Fallout 4 but I won't settle for 30 frames per second when I should be getting 60. Please suggest anything you can to help guys. I appreciate all answers. I really hope I can resolve this issue fast.

I solved it!!! In A-tuning it was set to standard mode instead of performance somehow. I'm getting amazing performance now :)

start from the top (s/w) and work your way down to btm (h/w) .basic stuff like no virus(es) are in play, other s/w hogging resources etc is the first level. then the VGA driver. (get the latest and do a proper clean install). if those are fine then make sure that your PSU is working fine.(its giving the required power in both 6 pin lines). then move to the VGA. if you can let any of your friends install the card in there system and play a game like FC3 to do the testing. if it works then your mobo may be having issues. if its not then you need to replace the VGA (hope u have warranty in place if this is the issue). like wise you need to do tests in order to isolate the issue to a single area where then you can make decisions as to how to resolve the issue at hand.

It's just Fallout 4 though for me. Every game I've tried is having heavy performance drops compared to what I usually get.

Not that I'm aware of or can find. When I open task manager it says my memory is around 26%. Could that be a problem?

Nevermind figured out that wasn't the issues. Memory that is. I loaded up Fallout 4 then checked task manager and saw the CPU was only at about 15%. That doesn't seem right to me. Shouldn't it be working harder than that?
