what's the deal with this system tuning tool on the main page of bios?

It gives me two options: normal, and power saving ("green").
the power saving mode indicates that it decreases performance.
okay, but in what way?

The whole inside of my case is lit up with blue light when the computer is running. I don't really see the need for that, since it is sitting under my desk, out of sight.
Is there a way to turn that off, or a reason why I shouldn't?

Is this the screen you are seeing?

EZ Tuning is basically just an auto overclock software. They use set values obtained from testing many CPUs, but the settings do not work for every CPU. It usually has three options: Normal, Power Saving and Performance. Normal runs the CPU at stock speeds, Power Saving most likely enables features like Intel SpeedStep and possibly underclocks the CPU to save power at the cost of performance, and Performance will disable any power saving features and overclock the CPU. It is possible that the Performance option is not available for you because of a locked CPU.

What blue LED are you talking about? Is the LED on the motherboard itself, or does the case have lights? The ASUS B150M-K has a yellow LED running around the audio circuitry, if that is what you mean. It can be disabled in the BIOS. If the light comes from LEDs on the case, you may be able to unplug a power connector to turn them off. What case do you have?

yes, I am seeing a screen like you showed. thanks for explanation.

I have sharkoon VG4-W ATX case. I am pretty sure that is where the lights are coming from. In my old computer, the power light had illumination around it, and it would blink during sleep. This case doesn't do that, so you can't really tell if it is sleeping or just turned off. Probably would waste too much electricity if it would keep blinking during sleep.

Your case comes with two blue LED fans. I'd say replacing them would be the way to go if the blue light annoys you. The power draw of a sleep LED indicator is so small that you'd be paying about a dollar or less per year, so I wouldn't worry too much about it.

The LED indicator blinking should happen no matter what, as it is dependent on the motherboard and not the case. Does the power LED come on in normal operation? If so, the LED should blink while the PC is in sleep mode as well.

probably not worth it for me to replace fans, as the lights don't actually bother me, they are just unnecessary.
I don't see any Led light for power. I only see a red blinking light for hard drive activity, and that's it.
Maybe the two blue slanty "eyes" on the front of the case are in place of the power light, but they don't blink when sleeping.

okay, the sign that it is sleeping is visible from the window on the left side. From the window, you can see orange lights blinking on the mobo, if you stick your head under your table to take a look.
I discovered this when the lights were out in the room, and I was kind of tired, and my eyes wandered a bit. you have to give it to them, they hid it pretty well.

correction: the orange lights blink even when the computer is shut off. And also when it is powered on. Apparently, they just indicate that the mobo is connected to a power source, but not that the computer is in a particular state.
