Question about CPU FAN airflow amd temp

I recently was monitoring my core temps and cpu shot up to 100c under load(i5 4690 no oc, shut everything off immediately manually, opened the case, tried gaain noticed cpu fan is not moving, and hasnt been since the system was built a month ago, but this mobo does boot without cpufan plugged in, i only noticed from coincidentally checking temps, it had never displayed like any throttle issues or anything

Further testing proved the header dead on mb, but works plugged in SYSFAN, i understand no speed control, and first booting the fan was making clicking noises-i only had psu powered nothing else, after contacting gigabyte the guy said its ok and that noise is voltage adjusting, although i would feel weird if it happens everytime, should i adjust that particular fan control in bios to be like cpufan?

I later took one of those high velocity house fan and planned on having side panel off and blowing directly inside, which the manufacturter guy said is a good idea

Would the opposite airflow from the housefan blowing in air versus the cpuheatsinkfan blowing air out from the exact opposite direction create a "bad and opposing" aircurrent? Not even air flow imo just 2 running into each other directly instead of "flowing" somewhere..

Specs are:
i5 4690, i think its S.
H81m mobo, tiny
A tiny tiny diypc case, it sucks
2x4g g.skill, 8_8_4 or 8_4_4 one of those..
Hd7890
Some high speed corsair gtx ssd
750 corsair psu

Ofc i know of the rma option but thats not the question at the moment
