Windows logon screen won't load, just keeps flashing!

The problem is as follows;

Every time I try to start my computer, it will get to the log on page and try to load the user name but then it will keep flashing from black to log on screen and will never load it.

I cannot start in safe-mode as the same thing happens.

I also cannot boot from the CD-drive (as for some reason this is ignored), CD and drive both work as I've tested on another PC.

I believe it has something to do with the LoginUI.exe but obviously I cannot check this, it's just similar to what I have read online, and I believe this problem was after a windows update (after shutting down, the computer was on for a while unfortunately, I was otherwise engaged and couldn't see what it said)

I'm considering buying another SSD and replacing the old one (with the OS) and trying a fresh install and then moving all the files across, but obviously this will take time. I would appreciate if anyone has any ideas they would like to share!

Unfortunately, I cannot log in, when I press "ctrl + alt + delete" nothing happens, it seems all I can do whilst it's in this state is power down.

Same issue here on all our Windows 7 32 bit machines on customer sites. If someone has a solution that we could talk folks through remotely....that would save a ton of mileage right now!!

1) Boot to the recovery console command line.

2) Run the command:
dism /image:c:\ /get-packages
3) Find the package with the name that includes "KB3097877" which will look something like "Package_for_KB3097877~31bf3856ad364e35~x86~~6.1.1.1"
Note that yours may be different.

4) Put the package name from step 3 at the end of the following command: dism /image:c:\ /remove-package /packagename:

e.g.
dism /image:c:\ /remove-package /packagename:package_for_KB3097877~31bf3856ad364e35~x86~~6.1.1.1

I've bought a new SSD, I'm going to attempt to do a fresh install of windows on the new SSD and from there either repair the old one or transfer the data and format it,

I'll update with how it goes!

So I purchased a new SSD and installed a fresh version of windows everything was going swimmingly, I connected the old SSD back up and selected the new one as the primary, now it fails to boot, and again won't allow me to boot from the CD to repair the new SSD
