How to play black ops 3 with this hardware in 900p?

Hello

My specs
gigabyte gtx 970 g1 gaming
I7 6700k
Asus maximus viii hero
2x4gb ddr4 corsair vengance lpx 2666
Xfx pro series xxx 850w
Samsung sm951 pcie ssd 128gb
1tb wd black hdd
Zalman z11 plus
Raijintek triton aio

I cant seem to be able to play the game not even in mediumish settings 1440x900@30fps :(
Its not using much gpu nor cpu neither is 100% any time both are around 60% usage in average but its constantly maxing all the 4gb vram and its even not enough for it :( and sometimes all 8gb system ram too but thats rare its mostly using between 6.5-7.5gb (all system)
Do you know any way to make it playable?
Like changing to 720p?
Or i should buy the game for my xbox 360 and forget about playing this on pc?
Would upgrading to 16gb ram help? I will upgrade my ram at xmas anyway but as its not maxing my ram just my vram and i cant upgrade that i dont know what to change :/
I though that 970 on a 900p screen im even going overkill it seems its not enough :(

All other games run fine like mad max stacraft and witcher 1

PS4 does not equal PC. Different platforms, and coding is different. Sounds like a bad console to PC port. The problem lies with bad game developers, that cannot even get it right when the hardware is all x86 compatible.

Used ddu to uninstall all and geforce experience to install again

Also gpu temp 54c and never goes above (under load of course ;) )
Cpu usually under 40c under load and sometimes jumps up to 50c for a second and goes down to like 35c again
I used msi afterburner to check ;)
My fps is around 5-10 i would be happy with at least 24

Then check for any malware issues. Malwarebytes is a good tool, to check for such things your antivirus may miss. Your card is capable of 60+, @ 1080p. There is something wrong somewhere, and I suspect it is software related. Your hardware is pretty good, from a quality standpoint. Have there been any patches for that game?

I think it is my problem i payed more than 1500$ for the hardware and the game and the ps4 can play it mutch mutch better for half the money :(
