Which is better Radeon HD 5450 or the intel i5 4460 integrated gpu hd 4600 and also can I play gta V or CS:GO on low settings with the stronger card ?

Your onboard graphics chip is a lot better than the Radeon HD 5450. The 5450 is about equivalent to the HD 3000 IGP found on the old Sandy Bridge CPUs.

You'll be able to play CS:GO okay, but GTA V will not run well on Intel integrated graphics, and will need a dedicated GPU, one that is much faster than the Radeon HD 5450.
