Upgrading Cpu from Phenom II x4 965

Is the FX 8350 really the best one from FX series like everyone is talking about, like Phenom II x4 965 BE was probably the best possible quad core cpu for oc'ing and stability from amd?

my sons PC is an AMD Phenom II x4 955BE overclocked to 4GHz. In their day, they were a great PC, but soon his computer will also need replacing.
Unfortunately the last 2 processor upgrades from AMD have been very unsuccessful, and a 2 core intel now has as much power as a 4 core AMD (ouch!)
Therefore I changed to Intel i5 as the most cost effective powerful processor.
Here is my recommended build
i5 4690k with Stock cooler.
Gigabyte H81 HD3
Crucial Ballistix memory 1600Mhz CL9 8Gb is enough, but 16Gb is only £25 more, so probably be worth it in the long run.
Nvidia 960 graphics card
Samsung Evo SSD
500W power supply from a decent quality supplier
Cheap Case
HDD for extra storage

but intel is too pricy for me, and also i will have too change my mobo, is radeon R9 290x would be bottleneck with that cpu or not?

My motherboard and processor cost £220 together. An i5 would eat an 8350 for breakfast.
Plus I don't need expensive CPU cooler, and need a smaller PSU
 
Owner of a 965 here, the most budget option is to go to an 8320. It will allow you to keep your motherboard, while keeping costs down.
Its not the best processor, you will notice a performance increase, but thats about it. You wont be impressed by it.
If you make the switch to anything like a 4590, 6500, or 6600k you will be blown away.

You don't have to go Intel and nVidia BTW. I for the longest time ran Intel and ATI/AMD.

Either way I never understood limiting yourself on anything but budget when it comes to PC parts. I understand if you have say a $500 dollar budget and AMD fits but if you can afford Intel for the CPU it is better to do so.

Think of it this way, Intels Core i5 2500K from 2011 is still a CPU capable of pushing top end GPUs in gaming like the 980Ti or Fury X. However the FX 8150, released the same year, is not and required either heavy overclocking or an upgrade to the better FX 8350. If I had a budget right now I would probably push Intel again.

Still it is your choice in the end, I just think budget should be the only deciding factor in what brand to get. The combo you listed will be a decent combo but it will become a bottleneck much faster due to the inferior IPC and single core performance of the FX series.
