hitting 100% cpu usage every now and then while gaming

hitting 100% cpu usage then drops my fps while gaming playing nba 2k16 and MGSV:TPP Fresh install OS. Also I'm seeing my memory usage hit 90% don't know if that could be another cause. every time the fps dropped I'll alt-tab and check temps my cpu doesnt go over 64°c fan is spinning making sounds like a jet even since I disabled cool and quiet. gpu temp is around 45-65ish either It could be time to change my proc and mobo or my psu is not enough or It's prolly dust. need advice these are my specs

FX4130 not OC'd
Asrock n68gs-fx
Gtx 960 2b zotac not OC'd
Corsair VS 550
6gb ram

And If I do need to upgrade could someone tell me what be would a good proc round $150 mobo $50-60 and how big a PSU would I need. Thanks In advance.

The stock cooler for the FX series sucks, its loud and doesnt do a good job. However, your cpu is quite low end anyway, so I would suggest going for a new platform..

This is a good budget option, you can use your graphics card, psu and ram.

It looks like your CPU is bottlenecking your GPU. I would suggest getting a new CPU & Motherboard. The 550 might do the job, depending on what parts you get. I would recommend getting something like a FX-6300 (CPU) and Gigabyte GA-78LMT (Motherboard). These would go nicely with your 960 and should stop the CPU hitting 100%. It also wouldnt hurt to invest in some more / new ram, if you have the money spare.
