Reinstalling OEM Windows 7 questions

Hello! I'm trying to find a way to do a fresh install of Windows 7 Home Premium on an HP computer. The computer has a new HDD, which is why it won't boot to Windows. I've been looking for the ISO but apparently, Microsoft doesn't allow you to download it with an OEM key. Is there any way I can install Windows on this?.. Is there a way I can upgrade to Windows 8/10 using this key? Also, I have a Windows 7 Pro disc, I doubt that matters but I felt like I should state it. Anyway, thanks for the help!!
 
To install OEM windows, you need a copy of oem windows from the company the key was meant for. You could get a disk from HP, but they will likely charge you a few dollars for it. You could then upgrade it to Windows 10 with Microsoft after installing the OEM copy. You can't use the key to install 10 without first installing the version of Windows that the computer shipped with.

If the old hard drive is still functional, replace that in your system. You should be able to then create boot media from the original hard drive that will allow you to re-install the OEM Windows 7 for your computer. Otherwise, you will need to contact HP or purchase a new Windows OS license.
