GTX 970 i5 4690k fps drops on multiple games

I just recently bought a new computer built from scratch so I could play fallout 4 and ark survival.
Specs

MSI GTX 970
MSI Z97 GAMING 5
Intel core i5 4690k
8gb ram
250gb SSD
1TB HDD
550w psu
Stock CPU cooler

My fps stays at 60 on fallout 4 except in cities when it drops to 40 fps. Whats strange is neither my GPU nor my CPU hits 100% usage on fallout 4.

On ark survival I get random fps drops from 80 to 40 which freeze up my game for like 1 second. Then it goes back to 80 fps. On ark survival my gpu hits 99% usage with CPU 70%. Everything is fine at 80 fps, then my GPU usage drops to 70-80%, and thats when my fps drops in game. I didn't spend $1000 to get fps drops like this. Its happens on more games than just these two. Im not sure whats wrong.

My temps run at 75c on my GPU and 70c on my CPU. I've looked it up and apparently these arent high enough to cause throttling? Even so I can fix the temp on my CPU with a better cooler. How do I lower the temp on my GPU? Neither are overclocked.

I can most likely help with your Fallout 4 problem. It is a normal thing for your fps to drop in cities.
You'll need to go to options in the Fallout 4 launcher and then to advanced. Then you need set "Shadow Distance" to medium.

Well, you *may* have an issue but understand 1) Fallout 4 was just released, it'll be at least a couple or few weeks until drivers and patches optimize it and 2) Ark is still in early access and changes almost daily, I play it with an i7 4790k, 980ti, and 16gb RAM, and I have exactly the issue you describe. Bottom line, I wouldn't spend a lot of time trying to figure out what is wrong with your PC, it almost assuredly the games not your box.

I was just using those as examples since they are graphically harder to run games. It happens on games like BF4 and GTA 5 as well.

Plus my temps are kinda high. How exactly would I lower my GPU temps? I can buy a cpu cooler no problem.

what res monitor are you using? also if you wanna lower temperatures, trying turning off AA or lowering it a bit. you can still play ultra on most of the games but anti aliasing and changing the render scale are very taxing

Great to hear you don't have problems anymore. Fallout 4 is a great game (in my opinion) but was (and still is) poorly optimized
