In looking for an AMD cpu that can handle 2 msi r9 390 8gb. The cpu MUST be amd and as reasonably priced as possible. The cpu needs to never bottleneck while playing new games.

It's the closest thing to a very high end enthusiast chip as there is... and even this might bottleneck slightly sometimes - every part in a computer is going to bottleneck to some extent at some point in time as you have different requirements based on what tasks you're doing.

If this doesn't qualify as 'reasonably priced,' what exactly is your budget, and why are you pairing it with 2 r9 390s?

There isn't one, you need an Intel CPU (preferably an unlocked i5 or i7 with overclock) to avoid hitting a CPU bottleneck with two 390s in Crossfire. If you absolutely must buy an AMD CPU, the FX 8350 is your best bet, though you would want a good quality motherboard and an aftermarket cooler so you can overclock. Even with an overclock on the 8350, you're still going to hit a CPU bottleneck in certain CPU heavy titles.
