stuttering every few seconds (no solution, help!)

I have had my gpu for a long time and had no problems then recently all games kinda stutter its really annoying and all the fixes (uninstall program, drivers, RAM, CPU, etc) dont do anything i am on a R9 270X i have a AMD FX 8350 with 12gb of ram (7.95 usable) <--problem?

7.95 usable I have ran memtest and it displays no problems if you wanna know the RAM type i may have to browse newegg to find it but im using 2x 4gb G Sill ripjaws and 2x 2gb G skill cards they are green and they show a plus(maybe a cross) and a P

as I do not want to check the temperatures (because im just that lazy) i have recently added more fans to my PC and have even added a external fan that helps the pc from getting to hot. used to be i touch it and its a bit warm now its just how it is w/o being turned on but still stuff can happen. okay well i forgot i have nothing better to do than sit looking at the fan spin using coretemp it shows that Tj. Max is about 176 degrees f and cpu #0 at 81 degrees f it is not showing me my other 7 cores

as of recent i tested most of my hardware my cpu was running fine under a torture test its temperature is average for a 8350 crystaldisk shows that both of my hardrives are functioning fine, and my gpu passed every test using 3dMark its also using the lastest drivers my ram went fine under memtest its also not set to use maximum in msconfig however after doing these test i believe it to be the RAM i have 12GB but 7.95 usable this is driving me crazy the stuttering im getting is kinda like a lag spike every 5 minutes but theres a constant stutter in animations for example ina first person game when running a gun would go left moving right - right moving left my problem is its going left right right left its sounds minor but it really pisses me off my brother is a whiz when it comes to computers and I attempted to show him but he thought i was lying which also pissed me off, i feel like Dib from invader zim for f**k sake thanks for anyone thats trying to help me
