RAM is not working correctly?

So I put together a mut build, I have new parts and then I have parts from my old build that I am using until I upgrade them. Anyway, I have 12GB RAM in it, but only 1.96gb usable. What can cause this? Should I try just reseating the RAM or try switching up the ports?

it would be easier if you answered yes to those :p check your task manager how much ram is used. are you running different ram kits?

Yes, they're two different sets of RAM. Should I just use one pair? I'm going to reseat them now then I'll update you.

[UPDATE]
I reseated the RAM and put only the 2x 4GB sticks in, and now it says I have 8GB installed but only 3.96gb of it is useable/
