No Post(sorta) CPU or Motherboard?

Hello all, I am building an old server I a have Intel S5000XAL picture and Two X5460 Intel processors. Now when I fire up my board everything turns on(from what I can see). Board heatsinks(chipset, etc) get hot making me think its working but I can never get imagery on a screen(tried motherboards graphics and a gpu via pcie(gpu confirmed working) on a different build. So I want to know if I need to get new cpus or motherboard(I don't get beeps from speaker. Pretty much I am unsure, motherboard seems to work but I don't think BOTH cpus would be dead.

Don't have any extra LGA 771 boards or cpus to test..

Motherboard output is vga, tried vga and hdmi on gpu.

EDIT: Ram wouldn't be the issue either, I have like 8 sticks and tried multiple

If you don't know but maybe have an idea. I've already done crazy shit like cut my gpu for this bad(literally) boy.

SOLUTION: This board didn't have the X5200/X5400 CPU support revision.

It is most likely a CPU problem, however although I would suggest replacing them. A solution is buy 1, same as the previous models so that you can try with 3 different CPUS.
Use the new one and see if it posts, if it does (which it should) then try doing dual CPU with the other two CPUS to see if it is only one CPU which is broken.
Have you also tried with just one CPU when booting? Seeing if it just one of the CPUs which is dead.

Lastly just to make sure. I think it is a CPU problem because if the motherboard is dead than the there wouldn't be heating of the chipset as well everything else turning on.
