What are some of the utilities that I can use to monitor CPU/GPU Heath and Performance while in-game/application?

BACKGROUND
I have just finished a build which is intended as a gift for my son in late December for his birthday. I can only work on when he is at school or late at night, so I can't "burn" the system in or anything. So far, everything has gone VERY smoothly with no issues. However, I installed Witcher 3, and almost instantly, fans on GPU go to 100%. I did not play for more than 5 minutes. Settings at Medium/High at 1080P with all the Nvidia hair crap turned off and getting 60FPS. Currently, I know about FRAPS utility for getting the FPS # in the corner, but I don't know what else is available (FPS, CPU temps, CPU utilization, GPU info). Ideally looking for something that shows all the info on the screen while in a game. I will be testing other games a well as they are installed, but would like to start checking to make sure nothing wrong with GPU. etc. I want to be able to see real time what is going on. Then I can research online and compare to others, as I have seen posts on various games with people discussing similar topics. I just don't have the data to have conversation or analyze.

REGARDING COOLING
The Thermaltake Core V21 is basically an open air case. There is a 200mm pushing into the case. Two whole sides are mesh walls. Room is currently around 22-26C
I have a 120mm fan on order that will blow on R9 380 directly, but note that suspected overheating in Witcher 3 was almost instant after the game began.

I believe you are looking for MSI afterburner and Rivatuner. It will have the option to show you fps and other information with the cpu and gpu.
Rivatuner comes with MSI afterburner and you will be asked to install it during the installation process. You then have to set up what stats you want showed via MSI afterburner in the settings and you have the option to save it into a logging file.
It will work with any graphic card.

Once you know what temps your cpu and gpu are getting whilst under load, you should know the cooling capability of the build.

Thank you. That was exactly what I was looking for. Googled and found Youtube on how to configure. I have not had chance to use on son's PC, but did on mine (i5-3570k + AMD Radeon 7850). Witcher 3 caused my fans to rev up on my PC as well. On Medium/Low settings 1080P stays 30-40s FPS with a few dips. However, GPU goes straight to 98% and 64C. CPU stays below 50% and mid 45-50C. Looking forward to testing on son's PC. I am suspecting the XFX fans on the GPU of son's PC are just plain loud. Much louder than my Asus fan on my 7850.
