HD 7970 high load but low frame rate

Here's my problem my 7970 is not preforming and I don't know why. I'm ve been playing fallout and it plays at 60fps on low load but once the load gets high the fps plumits to the teens, I don't know what's wrong or if my graphics card is going out. Why would it play at 60fps on low load but when it gets above 90% the fps just drops to around 20 and stays there. Shouldn't it stay at around 60-50fps even on high loads?

Radeon HD 7970 3gb
16Ggb ram
Gigabyte GA-Z77-HD3
Windows 8.1

Any help with this would be appreciated.

Corsair cx750. I don't think my gnu would be overheating it stays around 60-70 under load and my cup stays around 60 unless these are high temps for my stuff

Thats not a great PSU, its low-tier from corsair. Yet it's not bad enough that it wouldn't keep the system cool

So I played some different games today to see if it was just fallout and not my card but when I played old games that shouldn't even stain my card it goes up to 100 load and starts lagging like crazy even though the game use to run fine. Is this a sign that my card is going out?

That's a definite give away of a faulty card. It would at LEAST run low in old games if it were a solvable overheating issue..

So it's not anything else? Also I over exaggerated, I only tested it out on 2 games prison architect which runs fine. And a new game called steel ocean or something which did fine for a while then once my gnu hit 100 it started dropping fps even though the game isn't very demanding. The card used to work fine, is there any reason it would be giving out?


Update: I just tested it on bf4 high settings and the game ran great no problems. my gpu usage was 99% and stayed around 70-75 degrees. my fps stayed around 70 no problem.
any idea what this could be? poor optimization or something?

also somwtimes I hear a buzzing noise near my power supply is this normal?
