Hi,

I work for a property management company which is in charge of renting apartments in buildings. I am the quasi-IT department (it's a small company; there are no assigned roles exactly) I have been tasked with setting up a network which allows us to assign a unique username and password to each unit (this particular building has six units). We plan on getting a 250 mbps connection for the building, which we want to split amongst the units. That is to say, we need to shape the traffic so that each user, not MAC address, has a set bandwidth, so that every user gets a fair share of the total bandwidth. I need to know what I would need to set this system up. I'm already aware that I will need a router and a repeater to cover the building. I believe a server to run something like RADIUS may also be necessary.

I would like to get some suggestions for components, i.e. Router X over Router Y because Z, what class of computer I should be looking at, that kinda thing.

To get what you want, you may have to build (or buy) a pfSense firewall with squid. See this article -- https://www.howtoforge.com/pfsense-squid-squidguard-traffic-shaping-tutorial. You may also have to setup a radius server to do authentication for each of your units.
