Stock CPU Fan is running but processor is still hot

So this is my first build, and when I turned it on, all the fans started running, but my processor is reaching 88 degrees Celsius according to bios. The CPU fan is running.
Also I am only staying in the BIOS and the temps are still 88

Specs: Motherboard - ASUS Z97-A
CPU - Intel core i5 4790k
PSU - EVGA 650W
GPU - gtx 970

BTW, I managed to detach the stock fan from the cpu once after i fit it on, so does that mean the thermal paste might have become bad? Do I need to buy some more?

Clean the CPU and Heatsink then reapply thermal paste. Make sure the cooler is on properly. Also, with a 4790k I recommend an aftermarket CPU cooler. The 4790k runs hot. Since you got a K I'm assuming you might overclock, if you do, definitely get a aftermarket CPU cooler.
