PC can't connect to wi-fi while androids and other laptops can

Hello, so I have a pretty new pc build and the wi-fi was working fine for a month or so, however, yesterday there were general internet issues, the internet was working poorly on all the devices, the router was reset a few times and now it works ok on all devices, except my PC. I've tried troubleshooting with windows troubleshooter, after this I've tried manually reset the adapter, after this tried to uninstall the wireless drivers and restart so windows would install drivers, after that I've uninstalled the drivers and installed them manually (the latest version). None of these worked, so tried reinstalling windows, nope, tried installing ubuntu instead of windows, nope. So installed windows again and tried doing ipconfig/flushdns (not sure if spelling is correcr, but I surely did the right command, since I copy+paste it and the cmd said dns is flushed), did not help. Triend pinging 8.8.8.8 and it gives me error "transmit failed. General failure." If that somehow helps. Also, I can connect to my phone wifi hotspot (when using mobile data from phone) and actually can connect to phone's usb tethering (when phone is connected to wifi) which gives actually pretty much the same speed which I would get on pc by connecting to wifi, which is great, but it is not really a solution, since I would sometimes like the pc downloading something, while I still have my phone outside... so could anyone help me out?

Edit: When I'm connected to the internet (via USB tethering), pinging 8.8.8.8 does not result in error.
 
Exactly what do you mean it can't connect to wifi? You can't see your network name? It won't let you connect to it? It lets you connect but you don't have any internet on it? Did you make sure there is no filtering or custom settings on the router or computer setup that can prevent things from working like MAC filter, changing IP from DHCP on the computer, etc...?
