Cant cold boot after getting new ram

Hello, after i have replaced my 8gb kit for an 16gb kit, i no longer can do a cold boot. When i start my PC the fans start spinning and my motherboard runes through the status codes, after about 10 secs it stops at status code 94. In the manual it says it is stuck at PCI Bus Enumeration.
The PC wont give me a post either. After i press the reset button on either my motherboard or my case, it boots up fine.
when i first upgraded to my new ram kit, it went fine for a week, but then the one stick went bad and caused alot of BSOD. So i sent it back and got a replacement kit, and that is when my pc started to not be able to cold boot.
My PC specs are as following:
Asus maximus VII HERO runs at version 1104
Intel i7 4790k
Nvidia GTX 970
Corsair RM 750
samsung 256gb 840 PRO
Old ram: Kingston Hyper X 2x4gb KHX1600C9D3X2K2, it ran at 1.65V.
New ram Corsair Pro Vengeance 2x8gb CMY16Gx3M2C1600C9, have insured it only runs at 1.35V.

I have tried the following:
Swaping old ram back in after a nights sleep and it cold booted fine, switched back to the new ram, and it did not post until i pressed reset.
Cleared CMOS.
Ran a test of Windows memory diagnostic and it pass with no errors.
Disable my CPU modest overclock from 4.4 back to 4.
Ran auto, XMP and manual profile in BIOS setings, it changed nothing.

So i am kindly asking if anyone knows how to fix the problem. Thanks in advance :)
