100% CPU usage 980 ti and i5 4690k

I have i5 4690k and 980 ti
8gb ram.

I'm getting low fps when playing games. Not what i expected with a 980 ti.

Some examples is Stuttering in some games, around 55 fps in 1080p in Witcher 3.

The temperatures are ok but the cpu usage is always 100% while gaming, could this be the problem? I just recently bought the parts except the harddrive could this be a problem? Could the harddrive limit my fps?

The only problem a slow harddrive can cause is ocassional frame drops, if the hdd cant keep up with copying files. The 4690k should not limit the 980 ti and with max setting you should hit 60fps with ease at 1080p.It is normal for the cpu usage to be at 100% in games like the witcher, i get 100% while playing too (same cpu, gtx 970).Have you checked the gpu activity while gaming?

I have checked, could it be the 4690k holding my fps back. Im thinking of getting it RMA'd and buying a 4790k instead because of this. Worthless to buy a high end computer if it works like a low end..

Not to that extent, it is posibble that the 4690k is holding 980ti s back a bit but you have some serious preformance issues that cant be just the cpu. With the i7 you might get a few fps more, but you can just overclock the cpu you have for the same result. Make sure that the game is really runing on both gpus and not just one
