crossfire different clock speeds

Hi guys

I have two HD7950 3gb boost edition cards in crossfire. Afterburner and GPUz is showing the core clocks at different speeds. one at 500mhz and the other 300mhz when idle.
Also the memory when idle one is at 1575 and the other at 150.
I have set afterburner to synchronize setting for similar graphics processors but it makes no difference.

When i join COD BO3 the card showing the lowest clock speed indicates in afterburner that it is idle.

Any thoughts please?

EDIT: After reinstalling driver it now read 0mhz on core and memory in both afterburner and GPUz

OK so as an update i possibly found the issue....ULPS (Ultra Low Power Saving)
I used AMD driver cleaner utility to wipe the system of catalyst and driver, reinstalled the latest driver (i used 15.11 beta), then disabled ULPS in Afterburner settings (which after the first restart didnt actually disable it and set unofficial overclocking mode to "Without Powerplay support", i had to restart PC again for it to take effect), I set clocks to their minimums in afterburner and applied it, restarted PC again and when the PC came back on bingo...both clocks were at the same speed. Then i set them to desired clocks restarted and all is well.

I hope this helps someone else with the same issue!
