Now, I'm relatively curious because I can't seem to find a definite answer on this question. Given a scenario in which I go to "Can You Run it" and I find that I only have 1gb of dedicated video ram from the GPU, but my whole system has 10GB of ram, not including the 1GB from the GPU. Is there a way I can simply go into the BIOS and allocate more video ram? So that i'd have say.. 3GB of dedicated video ram, and 8GB of system ram? Or do I have to go out and buy a whole new card?

Solution
No VRAM is generally built into the GPU itself, except in the cases of graphics card that are built into the CPU. What GPU do you ahve?
