Just sitting in BIOS my CPU is 91C. CPU fan speed is 2020rpm (normal or slow?). My case is not too dusty, I've cleaned it recently. Unfortunately I don't know when this heat problem started, I've just noticed now. I have a Gigabyte Z87X-D3H motherboard. Could the BIOS be the problem, not managing the fan speeds correctly or something (setting is auto)?

I've heard the Haswells run hot, but this is ridiculous.

Any help would be greatly appreciated!

Solution
If the stock fan is used, then it definitely isn't installed correctly. Check all 4 pins from the back and most likely you'll see at least one that isn't fully locked in place.

Just reinstalled the heatsink, The thermal paste was all dried out. I cleaned it, applied new paste, and reinstalled the heatsink and now its idling at ~40C. WOW what a difference that makes, I never would have expected it to make such a big difference.
