All games freezing and sound looping, then a message "Display driver has stopped working and recovered"

Hello!
I built my computer about a week ago. Everything was working fine, then 3 days ago, when i was playing CsGo, game freezed and sound looped. I had to shut it down through task manager. Next day it wouldn't even go into game without crashing. Then i tried with other games and same thing happened every time. It didn't happen only to steam games, also to all drm free games. Then after some research i have realized it has something to do with amd Raptr application. When i turned highlights on, csgo worked fine (with slight fps drops). Then i deceided to completly uninstall Raptr, since it made other games unplayable. And now it is happening again. I can't even play any game without crashing. And there is this message "Display driver has stopped working and recovered". I have tried:
- completly reinstalling drivers (i am using latest amd drivers)
- reseating GPU in different PCIe slot
- Underclocking GPU
- reinstalling steam and all games
- uninstalling web browsers (which fixed issue for about an hour, then it started happening again)
- Disabling cpu "Turbo mode"
- reseating ram
- reinstalling windows 8.1 completly
...

I can play non-gpu hungry games (Nuclear throne and Risk of rain) and chrome seems to be working fine (sometimes drivers crashed when i played youtube vides, now it is okay). Please help.

Specs:
-Windows 8.1 64-bit
-i5 4590 @3.3Ghz with stock cooler
-Sapphire r9 390 nitro with backplate overclocked
-Asus h97 - plus mothetrboard (it was slightly used, i bought it from friend)
-Corsair Vengeance 8gb (4+4) kit
-Seasonic m12ii EVO 750w
-WD blue 1tb hdd
-Corsair 230t case
-Gamecom 780 headset

UPDATE:
I forgot top mention before, i am running dual monitor setup. So i tried each monitor alone, without other and everything was the same, then i tried uninstalling windows 8.1 updates, but without luck. Crash kept happening. Also i noticed that AMD ACP Binaries kept taking up to 25% cpu usage when i was basically doing nothing, and i noticed that same program (amdacpusrsvc.exe) was crashing display driver. Here is event log:

I was able to play csgo with raptr and highlights on again, but i think i should be able to play any game without raptr running, because honestly i don't really like that app.

UPDATE: Omg! I think i found a solution. Since my card came factory overclocked i opened MSI afterburner and adjusted core voltage to +56 and core clock to 1130, now csgo works without raptr and now i am testing some other applications and will report how it goes.

UPDATE 2: So far only one time csgo crashed and i was able to play couple of games. I think now it is fixed, i will run 3d mark now and see if i make it through.

UPDATE 3: Ran FireStrike and got 200 points better than last time (now i got 9852, before 9655) so i am fairly certain my problem is gone. If anything happens i will update but that is probably it. Hope this helps someone with same problem as me.
