New Build. Looking for Advice

I have a gaming build mostly put together and I am just looking for input as to if this is a good build to go with or not. I'm really trying to keep the total cost (monitor included) at 1500 CAD or lower. For games I am mostly playing older titles such as Skyrim, BF4, AoE, some military Sims.
I'd like to be gaming at 1080p 60+FPS on high or ultra settings if possible. I don't know if this reasonable with my current build. Any input would be much appreciated!

I would ditch the cooler and the arctic silver and replace them with a Hyper 212 and the stock TIM which works as well as arctic silver anyway .

The 144 Hz monitor is questionable too . At 1080p and good image settings on modern games the GTX 970 can not produce frame rates high enough for that to be a requirement . All day and every day i'd spend the same amount on a bigger or better 60Hz model

Yes you could get to 144 fps but only by turning down image details .
Better at 60 Hz , and a bigger more immersive monitor

this is another option. should I just pay the extra cash and get this build? There is no monitor included in this list.
