I have a MSI GTX 970 G4. When I overclocked it using MSI Afterburner, I found something strange; If I increased the voltage by 20, the voltage would jump to 1.2370. I increased it up by 35, the voltage stayed the same at 1.2370 according to gpu-z. But I found out that at +20, the voltage would stay at 1.2370 during Heaven, then drop. At +35, the voltage would stay at 1.2370 the entire time. At +37, the voltage would jump to 1.2620. Is this normal?

Solution
1.262v is completely safe for Maxwell. The card will run the voltages that are set in the bios. It's set as a range in the voltage table, and then as a corresponding clock to voltage in the boost table. It will choose the best voltage for the clock you're running, based on those settings.
